Explosives Precursors & Poisons Regulations changes 1st October 2023
The Regulations to control consumer purchases, possession and use of commonly available chemicals which could be used to cause harm are to be updated from 1st of October 2023. There are two distinct product categories:
Regulated Substances
An Explosives Precursors and Poisons (EPP) licence issued by the Home Office is required by a member of the public before regulated substances can be legitimately supplied to them (apply here). A licence is not required for B2B sales. A full list of regulated explosives precursors and poisons (and concentration thresholds) can be found on the Home Office website. Reportable Substances
While not requiring a licence, from 1st of October 2023, Sodium Hypochlorite above 6% w/w becomes a reportable chemical.
Any suspicious transactions, attempted transaction or theft of reportable and regulated substances must be reported. This includes B2B and business to consumer.
- Suspicious transactions: report to the national contact point on 0800 789321 or E-mail Chemical.Reporting@Met.Police.uk.
- Significant theft or disappearances: report to your local police force.
